Outlook Express Won't Launch

Sounds like a .dll file is missing. Did you get the same results if you go straight to the msimn.exe rather than use the shortcut.
You may just want to reinstall OE if you have it available on a CD.
Or if you want to play detective you can go to and download the filemon program and monitor what files are being called when you execute the program. It may reveal which file may be missing. joegz
