Outlook Express Forwarding attachments problem

I am having a problem that has me baffeled.
I receive an email with attachments, I try to forward it to to someone else, and get an error that the internet server rejected the forwarding address.

But if I copy the attachments to my harddrive and than forward them to the same address out of my address book it works fine.

I have all windows updates up to date, no virus issues. The attachments total less than 400K. The email addresses I have tried are all correct and working properly at any other time. Security setting a as low as possible. I can't find anything in Microsoft's Knowledge base.

Any suggestions would be appreciated.

have you checked
tools>options>security tab>uncheck the one about attachments?
