Outlook Express can't send mail

We're running Outlook Express with Windows XP, and connect to the internet through a cable modem and NIC. We can recieve email but cannot send it. The error message says "..A time-out occurred while communicating with the server" it lists the servers name and IP address, protocol SMTP, port 25, error # 0x800cc19.
We tried replacing the cable modem, (not the NIC though), reinstalling the NIC driver. We configured Outlook with the server's IP addresses, and all the settings seem right.
Is it possible the NIC card is bad? The cable modem has a USB connector that is not being used and we're thinking of trying that and not using the NIC card.
 
Appreciate your suggestion. We will try it. While searching for error code 0x800c19, I also found a suggestion to install IE6 SP1, which we did, and delete a pop3uidl file, which we will try also.
 
Sorry, I meant error code 0x800ccc19.
 
To follow up, we got it working by the following 2 settings: antivirus program set to not scan outgoing messages, and in Outlook Express, clicking "this server requires authentication" for the SMTP server.
Now we can send mail, but it keeps asking for the password every time we send mail or create a new message.
