Outlook Express attachment issues (.bin)

One of my mac users is having problems forwarding email attachments in outlook express. We had reports that some of his messages were arriving as a .bin file, but until today I had no problem opening them on win2k.

Today, he tried to forward a file with a .xmt_txt extension (a cad image), and when it attached to the outgoing message it showed up as .xmt_txt.binary.

We've tried changing the encoding method, but that doesn't seem to have any effect.
