Outlook.exe runs after closing

Sometimes when I try to open Outlook 2000, nothing happens. If I go to the taskbar, I will see that Outlook.exe is still running even though I had closed the application. After killing the processes, it will take Outlook about 15-20 minutes to load. One thing that might be a factor - I am using lots of rules with my incoming messages. I am not running any add-ins. I will appreciate any suggestions.
