Error Message: No Transport Provider Was Available for Delivery to This Recipient

Two of my user have same problem in outlook 2000. They work on offline mode, when compose, reply or forward a message (whoever the recipient is internal or external) , while click send button, the message is seem to be automatically send out immediately and always got the error message: "Error Message: No Transport Provider Was Available for Delivery to This Recipient". It should be in outbox folder and send out once click synchronize folder.

Once encounter this problem, we need to exit outlook, restart the PCs and open outlook again, it will be back to normally. But the problem occurs very often.

I try to work online and synchronize address book, and also re-create the profile, create new PST file etc.. The problem still exists.

Please advice how to fix the problem.
