Outlook - Embedding a webpage in a message without attaching

I'm trying to embed an entire web page into an email using outlook - similar to the ones I get from cnet or symantec. I know how to embed a picture and from my research, I know that inorder to embed a page, it has to be publicly available and my message has to be of HTML format but I can't get it to embed an entire webpage into an email for some reason.

Can someone fill in a clueless person?

The 'normal' way to do this is to pen the webpage, click File, Send - Page by email. If the solution is here, let us know it was helpful so others can benefit from it as too
