Confirm that the server and PC in question have the correct date\time and that they are synchronised. I have seen the delay send option mess up due to time issues.
My PCs and Server are synchronized, using same time. I have this problem from many PCs in the network.
Here is my test results...
Scheduled to send after 3 Hr = Working OK
" " 10Hr = Working Ok
" " 7 Days = Send email after 3 days
" " 14Days = Send email after 4 days
