Outlook Contacts

Hello, I have a network of about 20 computers and we do not use Exchange, we use our Website Hosting Company E mail server to send and receive email using their POP3 and SMTP Servers configured in Outlook clients. My problem is that there is no centralized file listing everyones email addresses (contacts). I know with Exchange if we get a new employee or someone gets separated when you delete the user account from Active Directory this will also be reflected in peoples Outlook Contacts. Is there a way to have a centralized list of contacts that can be shared by all users with out having Exchange??? That way if i make a change to that centralized list of contacts it will be reflected in all Outlook clients automatically.
