Outlook connection order

Our e-mail server uses POP3 authentication to allow valid users to send e-mail from outside our firewall. By default Outlook and Outlook Express send mail before receiving mail. Therefore POP3 authentication does not occur until after the send, and the send fails. Does anyone know of a way to switch the order that Outlook uses to send and receive mail without having to do each seperate?
 
Same problem for me. I can't send emails until Outlook has received an email from our external host server. (I guess to activate the password.) So is there a way to swap the order around to receive first and deliver second. Many Thanks
