outlook cant create item

Probaly a simple one, but im stumped at home.
whenever i click on a mailto: link outlook tells me it canot create an item and doesnt bring up a new message with the address bar filled, like it should right?
is there some option im forgetting to tick or something?

Go to Windows Explorer and then go to TOOLS - FOLDER OPTIONS - FILE TYPES. Look up the file type URL:MailTo Protocol (you can press the letter N as a way to quickly get to the file types listed as N/A which this is assuming your on W2K or later)

Check the command line that is running for this file type. The command should similar to this if you are using Outlook

"C:\PROGRAM FILES\MICROSOFT OFFICE\Office\OUTLOOK.EXE" -c IPM.Note /m "%1"

eventually found that url:mailto protocol.
but its already set to outlook, the same outlook that is set for opening .eml and other email stuff, using the same command line as you have shown. it works for everything else, but it still will not open an email from a mailto link.
