Outlook cannot connect to Exchange!

This one is tough.
A network of 9 PCs all except 2 can connect to the Exchange server. The 2 that cannot connect are Windows 98SE w/ Outlook 98 and Windows 95 w/Outlook 2000.
Recent changes:
1. DSL services added
2. Firewall added.
3. Network changed from DHCP to static IP.
4. Router Ras turned off to disregard Dialup access formally used.
5. Proxy Uninstalled from Clients & turned off @ server.
Note:
1. WINS is running.
2. No DNS
3. Server is Microsoft SBS 4.5 SP6a
4. PCs can access the network for all other Applications.
5. These 2 PCs are blocked from Internet access.
6. Other Blocked PCs can connect to Exchange.
What I have done to attempt a resolution:
1. I added the WINS server in the Static IP. (No luck)
2. I can ping the Server by name & IP from these Workstations.
3. I Reserved IP addresses for the PCs with this issues and went back to DHCP. (No luck)
4. I have added LHOSTS and HOSTS files. (No luck)
I do not know what I have missed. Please point me in the right direction

Please excuse me for this if it it too basic, but have you made sure that Outlook is correctly set up for exchange at these two stations?
 
The PCs were not added the exchange / Outlook issue did not surface until we went from DHCP to static IPs. When I am at the PCs I added the IP address of the Exchange Server. The Ip address changes to the name then I cannot connect to the exchange server though Outlook.
I only wish it was that easy.
