Having an issue with one client's PC. When he opens html attachments, a windows explorer box will pop up with the c:\windows\system32. Really odd, have never seen this before. I temporarily got him to view attachments by changing the security level zone of Internet to Medium (it was previously at high). This worked for a short time, now he is receiving an error message stating "could not open one or more attachments". I researched this with Microsoft's site and an article (223640) came up with some steps to resolve this issue but there is no option under Tools - Options to change the attachment security??

Any help is appreciated.

I'm guessing that that's a typo for the MSKB article, I suspect that the article you read is about Outlook Express. Anyway this is probably due to one of the Outlook Security updates. If Outlook 2000 is at SP1a or SP3, several types of attachements are blocked. Have a look at the registry modifications near the end of this article

I tried your suggestion with attachment options from Slovaktech, but there is no option to add htm files. And plus, I don't think its blocking the attachment, because I am running the same version of Outlook with the same patches and when he forwards the message to me, I am able to open it...
 
Will HTML files open fine if you click on the file from explorer? I am guessing a file association issue. I recently worked on a client that had a virus that had similar symptoms but his was with .EXE files.

After months of troubleshooting finally found the solution:

Outlook uses a temp folder to save and open attachments, by default, that folder is c:\doc & sett\%username%\local settings\temp internet files\olk#. The latest security updates that were applied for windows 2000 & XP are preventing folders & files to be created in the folder. The solution I found was to go into the registry and change HKCU\Software\Microsoft\9.0 (this depends on what version you have\Security. The \"Temporary Internet Files" value for "OutlookSecureTempFolder" should be change to "Temp", leave the OLK# to what it was...
Restart Outlook...
