Outlook and hyperlinks

I have a truely bizarre email problem. If i want to send an email with an attachment, I go to insert, file and thenI'm given only 2 choices; "Insert" and "Insert as test". Other workstations running the same version of Outlook attached to the same exchange box are given the option of "Inserting as hyperlink". How do I get this option turned on ? I have already reinstalled Outlook, but that did not solve the problem.
