Outlook 2003 - Saving Toolbar Postions

Having just upgraded to Office 2003, we cannot find how you can re-position a toolbar and save that position each time you open the application.

For example when you compose a new mail in Outlook one of the toolbars is below the subject line.If you re-position it the next time you compose a new mail the toolbar has moved back to the original position; I thought the changes were made in normal.dot but this appear to be the case.

Any thoughts....
