Outlook 2003 saves attachmend JPGs as zero byte files

Using a freshly installed Office 2K3, with patches from the MS office update site. One of my users, can't view some jpgs that are attached to a message. The chosen viewer just displays a red "x".

If he right-clicks and saves the attachments, a file gets created with the proper name, but it is zero bytes long. We have a Kerio mail server on the back end, and accessing the message via web mail or via IMAP using ThunderBird, the attachments come out OK, so I'm inclined to think it's an OutLook thing, but can't figure out what. There's no "malicious attachment" setting like in previous OutLooks.

Any advice?
