Outlook 2003 Mailbox Rules & Group Policy

Is it possible to configure a mailbox rule to move any mail received from someone with the subject line containing [SPAM] to the junk folder?

We use Win 2k3, Exchange 2003 SP1 + Outlook 2003.

That was an interesting read, but it doesn't tell me how to create a rule to move all mail with [SPAM] in subject to a folder.

I need to have it added for everyone who is using Outlook 2003 already, not just new users!
