Outlook 2003 - Do not Deliver Before

I wonder if anyone could help me with this. We are Exchange 2003 using Outlook 2003 but cannot get the Do Not Deliver Before to work. The email sits in the Outbox and is never sent although if you add Expires After it recognises this. Outlook is online and not running in cached mode which does cause a problem. I've googled this and checked Microsoft but although it is mentioned as a known issue I can't find a fix.
