I have noticed that we cannot use the edit labels option on our shared calendar that we use under the Public Folders. Althought I notice that it is available under everyone's personal calendar. Any help would be appreciated what we need to do. The office wants to change the label headings.

Repost this in the Exchange forum, you will have more response, as it is an Exchange issue, not Outlook.
Check the rights on the Shared Calendars to start with. The solution is out there. [morning]
