Outlook 2002 - OLE registration error

My client is running Office XP Pro with SP1 on Windows 2000 Pro with SP3. On several computers, they are experiencing problems with Outlook 2002 when you turn on 'Word as my Email editor' option. When you forward an email message, the following error message appears:

"An OLE registration error occurred. The program is not correctly installed. Please rerun Setup. This form requires Word as your e-mail editor, but Word is either busy or cannot be found. The form will be opened in the Outlook Editor instead".

I have tried uninstalling and reinstalling Office XP.
I have tried installing and uninstalling Word Viewer.
I have tried reinstalling Internet Explorer 6, to reinstall Outlook Express.
I have tried running the 'Repair' feature in Outlook and Word.

I have tried uninstalling Office XP and then reinstalling with the following switches.
Ran Setup /facums proplus.msi which does the following:

a Force all files to be reinstalled regardless of
checksum or version.

c Reinstall a file if it is missing or damaged (the
stored checksum does not match the computed
checksum value).

m Rewrite all required local machine registry values.

s Reinstall all shortcuts, overwriting any existing
shortcuts.

u Rewrite all required user registry values.

Nothing I have done has been able to resolve this issue. Any ideas?

Background: The installations are being performed with administrative rights to the computer.
They are running Norton AntiVirus Corporate Edition client on the computer.
