outlook 2000

When creating a customized menu item in outlook2000, wink2k O/S, exchange server 5.5sp4 - I am trying to set up a default mail message button. From tools/customize/mail message. I set the icon on the menu bar, and right click for properties, open hyperlink. Here is where the email address is set.

One of my co-workers, by default, has his open with the mailto: alrdy in place when he opens it allowing him to just enter the email address.
Does anyone know where to set this? Its actually for a client, but we cant find how to turn this on.

Enter the recipient.
Put whatever you want in the message.
Save the file to "Personal Forms library"
Now, find the OFT file on your PC and make a shortcut to it on your desktop.
