Outlook 2000 Read receipt fix

We have users here who read receipts on everything they send and use that against us in TS. We also have our Senior Admin who have a tool to block the read receipt. However, they will not share the wealth. Outlook 2000 doesn't allow you to adjust this option in Tools>Options like XP office and forward does. Can anybody help me in finding a way to eliminate users from seeing if I've read their stinking mail?

Well, I don't the exact answer, but I may have a temporary solution. Can you look at your mail in a preview pane? If so, don't ever open it, just preview it. You should even be able to download attachments this way. Then, after you have acted on the email, delete and they will only get a delete with reading message. That should drive them a little crazy. I would be curious to see what the real answer is to this one.
 
Unfortunately I do have to respond to every email as I am in support ops. So deletion is out of the question. I just don't want users seeing I've read it then contacting me almost as soon as I move off of it to see if we've found a fix yet. I installed Outlook 2002 but uninstalled it shortly after due to lag time, but the option to disable read receipts was there. I've been told there is a third party utility to disable this, I just need to know what it is.
