Outlook 2000 Question

I have a user that had to reinstall his OS, we are running Windows NT roaming profiles and those are working fine. Once the system was rebuild it logged into the network fine without any issue. The only problem now is that when the user clicks on "SEND/RECEIVE" it gives him the error....

you don't have appropriate permissions to perform this operation

They are not using exchange and Outlook is connecting to a POP3 server. I've never ran into this problem before and I'm not an Outlook expert. Any point in the right direction would be appreciated.

*end users are just like computers, some you can work with...others just need a simple reBOOTing to fix their problems.*
