Outlook 2000 question

ok, I don't quite know how to go about this so any help would be very much appreciated.

in my building there are several rooms that people hold meetings in, we would like to be able to schedule these rooms using outlook when we send out a meeting email. is there a way to list of all the rooms in the location tab and only have a select group of people be able to schedule these rooms and if someone tries to schedule a room when it is already sheduled say that it is in use?

again any help with this would be greatly appreciated.
