Outlook 2000 - Customize Outlook Today button not working. 2

I am running Microsoft Outlook 2000 on Windows 2000 platform. I am trying to customize the Outlook Today screen, but when I push the button, it seems to press, but no response. I've tried to reinstall and repair, but no change. What am I doing wrong?
 
A Microsoft "security fix" broke. Here is how you can customize:
I have two .REG files that able/disable customization. You can make them and run as needed...

Able-

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Application Compatibility]
"HelpCtr.exe"=dword:00000001
"Outlook.exe"=dword:00000001

Disable:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Application Compatibility]
"HelpCtr.exe"=dword:00000001
"Outlook.exe"=dword:00000000
 
This really works. I went and ran regedit, and voila - It was working correctly. Thanks very much for your help! :)
