Outlining - Indenting Level 2 to Level Restarts 1st Number

What is shown as 1.1.1 and 2.1.1 should be 3.1.1 and 2.1.1 should be 3.1.2. I have looked at the style settings and I don't see anything weird. It would help to know exactly what to look for.

Go to the 1.1.1 line and select Format then Bullets & Numbering. Click on Customize and check the item in "Start at" to make sure it is in sync with the rest of your document.
