Outgoing calls - fast busy

We have an issue where when we dial an outgoing long distance number (it could be any number (even toll free numbers) we get a fast busy signal immediately after the last number is pressed. I can tell it's not hitting the carrier because it happens so fast. It's not every outgoing long distance number, it's sporadically and happening at any station (we have over 1400 stations). Please help???

What happens if you dial the TAC for trunk group 1 and dial out?

What's the status of trunk group 1?

Denial Event 1183 is a call rejected event. 0x215 indicates location 2, 15 converts to a reason code of 21 which is :

Call rejected
The remote endpoint did not accept this call, even though the equipment is neither busy nor
incompatible and it could have accepted the call.

Trunk 1 is fine, we have 69 members in trunk 1, some are active and some are idle. But there are no disconnects or anything like that. I'm really new to this so what does the remote endpoint mean? Does that mean our carrier is denying the call?

What happens when you dial the TAC of the trunk and call out?

Trunk 1 is an isdn line and the TAC is 761. However when I dial 761 from my station I get like an invalid tone. It's not a fast busy, it's almost like I don't have access. It's the same tone I get when I start dialing but take too long, and it time's out.
Other trunks are co lines and I am able to get a dial tone and dial out, but an operator recording comes on that says "call can't be completed as dialed
 

You're not going to be able to do a TAC on a PRI.

If you're using the TAC on a CO trunk, don't dial the 9. You would dial the TAC then dial the number 1+areacode+number.

If you change the routing pattern for a number you can't dial to route over another trunk does it work?

If it's not blocked can you dial a 10+10+xxx number then the number to route it over a different carrier?

I do not believe your programming is the issue here but you line provider as you stated it does not happen all of the time, I would have all of the channels tested by your line provider, if you could isolate the call channel then busy it out and then retest.It seems all of your failures are going out on the same ds1 board (members 61,63,65,) I would bet on a ds1 board issue here, try to busy out the ds1 board associated with these channels and retest and post results.
