Outgoing attachments are removed / stripped

We are using Office XP on Windows 2000 machines with Exchange 5.5. Over the last week, 2 users have complained that their attachments are getting stripped out of their outgoing emails (external addresses in the To: field and internal addresses in the Cc: field - no one receives the stripped attachments).

In addition to stripping the attachment(s), Outlook will also add a duplicate attachment of another attached document. For example, if User A sends test.doc and a picture.pdf, picture.pdf will get removed and 2 copies of text.doc will be sent. I don't think it's a recipient issue because the emails show up that way in the Sent Items folder.

I've already virus scanned the machines - they're clean.

Any help would be GREATLY appreciated. Thanks!
 
I had a similar issue in the past. It turned out to be the AntiVirus software scanning outgoing email with Norton / Symantec AntiVirus. Turned off that option and all was fine. Should be no need to scan outgoing email anyway.
