Outbound Calling Digit Limitation

Is there a setting that would affect how many digits someone can dial before the phone starts attempting to place the call? I've got a phone that has settings that look perfectly fine but when I hit the eighth digit, including the 9 (example number: 9-111-2222), it starts ringing immediately. How do I configure it to allow a full eleven digit (ten if you don't count the nine) number?
 
Are you sure that it is a switch extension? I bet it's a b1 or pots.
 
Have a look at your FLEN Length in you SPN's

The CO clearly thinks you have dialed all the digits, if it rings. If that is what it takes to dial the number, what digits could possibly want to add?

Maybe a different view: "Where does it ring, once you have dialed the 9+seven digits"
