Other Users Mailbox

Good morning,

I currently manage the exchange enviroment for our company. In the pas as a domain admin and exchange admin, I was able to go through my mail box setting options and throught the advanced tab, open other users mailbox when requested by management. I was requested yesterday and I am now unable to do that. Any ideas? The only real change has been the move to exchange no longer residing on a domain controller and SP2 for exchange 2003.
