As synapsevampire indicated,
Oracle Forms presents data from an Oracle database ( can be from many tables and views, even from multiple Oracle instances, as well as display only items that are not in any table/view) and is used, mainly, for data input ( although it can be used to present data to the user in Form format)..
You would need to know what data the contact wants to report on and if that data is, in fact, in the Oracle database.
In addition to Oracle Forms, there is a report development tool, Oracle Reports, which is often used in conjunction with Forms, perhaps the source of the confusion.
