Is there a feature in Outlook 2003 that would allow me to create an Opt-Out process for when our organization sends mass mailings to our members?

No, Outlook isn't really meant to used for a real mailing list. You'll need a full-featured mailing list server for this.

Use something like GFI's Mail Essentials, which has a built in list manager.
