Open an Outbound Port on Pix

I need to open Outbound tcp port 8865 on our pix. I'm working with a contractor that says this needs to be open. I told them that the pix should not be blocking outbound ports unless there is an Access-List. the only access-list i have is Inbound. Is this true and can someone help me with the syntax.

That is right, if you don't create an access rule and then associate it with the inside interface all outgoing traffic is allowed by default.
