only starts in safe mode 2

I was trying to troubleshoot an error message with "cdilla" in it. I've struggled with cdilla before. At the systems' request I ran scandisk and defrag. Both ran without a problem. But now I can only start in safe mode. I tried going to c prompt and doing scanreg /restore but there is only one good boot listed and it doesn't get me into Windows. I tired the bootlog option which worked once but now won't work. Either way, the Windows screen comes up and then the system restarts. I cannot run my Windows repair on SystemWorks CD because the system won't access the CD in safe mode. Help says to tell it to let the CD work in Control Panel but it doesn't say how. I tried my old startup disks since my SE is on CD, but that didn't help. So, I need to either find a way to use my CD in safe mode so I can try SystemWorks or find another way to get the system to boot up. I have 98 SE. Anybody have any ideas? Thanks!
 
a couple of thoughts, when in safe mode, can you get into Device manager and are things OK in there, No X's or ! marks ? or stuff that shouldn't be there. 2nd have you Tried Running "MSCONFIG" from the command line in safe Mode, if you can try removing things in the Config.sys & autoexec.bat, as well as other startup items third Have You checked for sufficent Hard disk space & excessive *.TMP files, if you have more then a handful of small files delete them, IF you didn't have enough disk space scandisk/defrag would still run but it would take a really long time to run,

I am pretty sure I am suffering from C-Dilla. This happened to a friend recently, too. I was in the process of upgrading my safety programs and it must have slipped in. I have looked for c-dilla files and folders, though, and cannot find any. I have run my most recent, but in need of upgrading and updating, Spybot, Ad-Aware and SpySweeper and all report nothing. I want to download newer definitions, etc. However, since I can only work in safe mode, I cannot get online to download a c-dilla killer. I tried to download shareware and Ad-Aware definitions to another computer and save them on a disk to run, but the files are too big. So, I cannot get online and cannot run a CD. I tried to get my CD to run in safe mode using a command given at microsoft.com but it didn't work. I need to get online. Is there a way to tell the computer (Windows 98se) to load the drivers I need to get online even though I am in safe mode? If not, since nobody sells apyware/adware killers on disks anymore, what do I do??
 
one possibility might be to remove the hard drive from the computer, and add it to another working PC as a second drive (like where the cdrom drive is connected)- you can then run the scans on the second drive and delete c-dilla files if needed.

also, see if you can find the scandisk log to see what, if any, problems it found on the drive, and re-run it in the second PC (is you do this) - to make sure there arent any bad sectors, etc.

What was the problem you were having to get setup to run again? the startup disks couldnt access the win98 cdrom? sometimes the setup files are in \windows\options\cabs - so you might be able to run the from a dos prompt if they are there.
