Online Serives Folder

Does anyone know what the "Online Services" Folder is for and can files be safely delete from it?
Operating system is Windows XP and the folder is located
"C:\Program Files\Online Services"
I have only two files in mine both "Shortcuts"
"Refer me to more Internet Service Providers" and "Use MSN Explorer to sign up for Internet Access (US only)"
With a total of 3Kb in size
Where a friend had heaps of files in his totalling 149Mb
 
As an Administrator you can probably safely delete the folder, but as it is part of the XP setup routine, it may re-appear when you repair Windows or run the System File Checker.
