One-X Licensing Tied Up;

I have an IPO 6.0.18. One-x 6.0.21 (which I am about to upgade). This is a new installation.
IP 500V2
140 Office Worker Lic
5 Power User Lic

Initially I was able to set a single user up and test the One-x access and call control. Worked great. I then added an additional user to test against two stations, and was errored out saying there are more configured than licenses. ????
In System Status it says there are 140 available, and 2 in use. What is going on here. I looked for other notes or posts, and found none.
Frustrating. I want to reboot the system, but it is very busy here. I was hoping someone else has run into this with some insight as to why it does it, that way I can prevent it in the future.

Any Ideas?

Just pull the plug and blaim the cleaning lady ;)

Can you see that the one-x is actually connected?

Try restarting the one-x portal server / service.
 
Are the users set for office worker?
After enabling 1XP it takes up to 5 minutes before it is synced with 1XP.
I also think (not sure) that 6.0 supports up to a 100 1XP users.
6.1 should support up to 500 users.
