One way audio on IP phones from remote sites

We have a S8300 and a Avaya SG20X routers. The IP phones in the office all work fine. When I try to get a soft phone or a hard IP set to work from anywhere else it will connect and work sometimes but 80 to 90% of the time I get one-way audio. I go off hook and no not receive dial tone. If I dial the can hear me but I can't hear them. Same thing with incoming calls.

I have been banging my head on the desk over this for moths and can't seem to get it to work. Can someone tell me what I am doing wrong? I have tried it with all kinds of routers including the Avaya 200 router on the far end with the VPN tunnel, made sure nothing was blocked. I am sure I am missing something very simple but need some direction on this.
