On Busy-Don't Answer forward to another extension

How do I forward on "busy-don't answer" to another extension instead of going to voice mail.
This is on a Merlin Legend, Release 3, Version 10.0.

Remove station from cover group to vm.

Fwd the station to the phone you wish to have calls end up at if unanswered.

Set delay fwd to # of rings b4 fwd to other phone under
Extensions<Delay Fwd
