ole 2.0 initialization failed when trying to access applications.

I get the following message when I try to open common applications like Netscape and MS Office:

OLE 2.0 initialization failed. Make sure that the OLE libraries are the correct version.

Can anyone tell me how to check the version of the OLD libraries and how to upgrade them?

Okay, I tried updating the ole files with no success... still the same problem. I ran the WIN98 upgrade and the problem went away.
