Offline Files Tab in W2K Server

Does anyone know why the "Offline Files" tab does not appear under the Folder Options on W2K Server? Is this behavior by design? Is there a way to enable the tab via the registry?

I have the Offline Files tab under folder options on my server... Thanks,

Offline files are under the sharing tab of each folders, and the folder must be shared for the offline file button to be available
