Where do I find the serial number of MS Office on a PC?

Try the help about screen of one of the office products.

The registry: HKLM\Software\Microsoft\Office\9.0\registration\productid

Where 9.0 is the version.

Its version 2003 (11), but the product key does not match what is in the ProductID field, unless I have done it incorrectly. Any suggestions?

Help > About, and the registry, will give you a product id in the format 11111-111-1111111-11111.

This is not the same as the (25 character) product key (or serial number) which you need when installing. This is not easily available in Office 2003 but Belarc Advisor does find it and report it.
