Does a single user license of Microsoft Outlook 2003 cover a laptop installation as well as a desktop installation?

Sometimes a single user license covers a laptop installation if the user is the same for both. I know this is true with ACT!

Based on the website I found for ACT!, their licences are "user" oriented, whereas Microsoft isn't. Once the license is used on a single computer whether it be a laptop or a desktop, it can't be used again.
