Office 2003: remote clients having trouble connecting

Hi we are running one Exchange server (2003 SP2) which is setup for RPC over HTTP. This works fine 98% of the time, however every now and then I see an issue with a user connecting to the server. It just will not connect...

I found this article about forcing Kerberos authentication to use TCP instead of defaulting to UDP and noticed that this is setup for our workstations. Couldn't this be an issue in the case where the user has limited bandwith back to our network?
