Office 2003 Picture Manager

Can you create a new picture by selecting "New" in the File menu bar?

Also, by default is there an insert button which should be in this menu bar as well as Open?

They seem to be missing.

Does Office 2003 Picture manager create new pictures or has the functionality changed in the new version.

In other words Picture Manager is just that - a picture manager (with a load of annoying bugs)
