Office 2000 installation on Terminal Server

I have just finished re installing Windows 2000 Terminal server and installed office 2000 using the ORK. When I log in with administrator priveledges, I am able to open everything including Photo Editor, however when I log in through a terminal as a regular user I get the following message "no file format information can be found in the registry" when I try to open photo editor.

can anyone shed some light on this problem..
 
I remain convinced that every locked down Windows 2000 workstation where the end user does not have administrative rights, yet applications are still able to run, do not exist, and that system administrators the world over are lying about regular users being able to run most apps.

ORK = Office resource Kit. Office installation must be modified using the ORK to allow it to be installed onto terminal server.

I dont profess to be an expert, and would not bother with Microsoft certification because I have better things to waste my money on. I am a bit disappointed in the actual replies I received in response to my query. The first response was nothing short of confusing, and what that had to do with the question still remains a mystery. Guess I cant speak Microsoft!
One would assume that anyone trained in the fine art of microsoft acronyms would know what an ORK is along with SDK and the like. I can understand however that not all MCP and MCSE people cover all avenues of MS products and why would they anyway.

My response to the problem is,

I have found the answer and if anyone experiences it they are welcome to use the same method.
I actually found it on the Microsoft site (using googles site specific search cause Microsofts didnt find it)

To cut a long story short, you need to provide full access to users in the registry to :
HLKM\Software\Microsoft\Shared Tools\Graphics Filters

Hope it is helpful to some one.
