Object layout on form

I can't believe I'm asking this but it's become annoying.

I added a new form to a project and am adding labels and textboxes. On other forms objects align themselves to other objects. I haven't changed any settings in Options yet the objects on this form don't snap to a grid or show the alignment lines.

Any ideas?
