OAB syncing problem

I'm having problems getting our OAB to sync between our 2 exchange servers. Clients get this error:

8:47:42 Microsoft Exchange offline address book
8:47:42 0X8004010F

i'm not 100% sure what the folders are supposed to look like in ESM, so here's a screenshot of what we have in the public folders:


also, it looks like there are 2 entries for the OAB when you view system folders.

help?
