NT workstations can't find a domain controller

We had two 2000 servers and 1 NT server. The NT workstations used to authenticate to the NT server. I added a new 2000 server and made it a replica server. Now the machines authenticate the the first AD Server and sometimes can't find a domain controller at all. When I down the new server All problems disappear. What must I change?
 
I set it up as a second active directory controller. I am thinking I should not have setup replication for the new server. Now when I use domain monitor all my servers show up and DC's How can I prioritize authentication.
