NT workstation snmptrap service fails with message snmpnotraps=no ?

when trying to start Openview I get the message that the trapmanager cannot be started maybe "SnmtNoTraps=no" in Ovwin.ini. the system is running NT worstation 4.0(sp4) and I have tried setting it to NO,no,YES,yes (rebooting between each) to no avail. Any one got any Ideas I need to get it working pretty urgently.
 
Have you tried to remove the line altogether? Or have you tried to change it to 0 or 1?
 
Is there any error code numbers? What is the actual message you see and when?

the full message is " Unable to start Trap Monitoring. Could not init OpenView SNMP: maybe 'SMNPNoTraps=no' in OVWIN.INI." <br>

this is presented in the error box when HP OpenView is started with no further error message or entry (that I can find in error logs) MSKnowledgebase only contains an entry saying that the default is no which means traps are enabled.<br>
