nt server not in network neighborhood

Iv got a NT server 4.0 sp5. All the computers that access it with win9x cant see the server in network neighborhood.
Im not talking about a few. Iv got around 100 win98 machines that log on just fine and their login script runs just fine but they cant browse out to network neighborhood and see the ntserver.
The nt workstation machines can however. It really isnt that big of a problem but was just wondering if anybody had any suggestions.

Update:
Sorry I havent replied. Iv been messin with a stupid server.
I jumped the gun I guess, I thought I had definatley fixed it but I havent seen any results. Im going off memory because im on a 2000 machine right now, but i went into network neighborhood properties then services and double clicked the browser service. In my mind I thought my server should be in the list but it wasnt. There was no computers listed so I though thats gotta be it! So I added my server into the list and thought wow that was easy but it didnt improve anything. Still the same ol situation. I have IP and Ipx installed on the server. Ipx because we also run novell.
 
Did you check to see if the WINS is specified in the TCP/IP propeties.
